Outline your eye with eyeliner, in the lid on the bottom, and tracing under your eyelashes, Do the same on the top above the lashes.
Get a heavy black eyeshadow and put some on the top and if you want it to be HEAVY, put it on the bottom.
Wow. That is alot of black eyeshadow you'll be using. Just shove it on all around your eyes and you'll be close enough!
If you don't like the way you look, why do it?

Thats alittle heavy for my taste but here it goes. First of all you want to get a makeup shade that FITS your skintone. All this bs that you need rele rele pale skin is crap that you should ignore. Try covergirl liquid foundation, and use a makeup sponge to apply it. Second, long eyelashes are HOT. Try BUXOM mascara from sephora, i have it and i LOVE it. Put that on, you might need to stroke a few times when applying it for full length. Next, use a natural looking eye shadow, like a pale pink or light brown etc. aka not something that stands out AT ALL. If is is a light light light pink, apply it from your lid to your brow bone. I would suggest using liquid eyeliner, but try some of these tips because your having trouble with it: Tilt your head upwards when applying it so you can see but your entire eyelid is exposed, keep your head like this or close your eyes for 2 mins to make sure that the liquid is dry. Without opening your eyes too fast, put your head in the position as before, open your eyes alittle, and touch where you put the eyeliner. Keep repeating this until it is completely dry. Now take a small brush with thin rounded bristles (http://sephora.com/browse/product.jhtml?id=P136710%26amp;categoryId=S4600%26amp;shouldPaginate=true i know this says a foundation brush but this would work fine, or something like this) and black eyeshadow. Use long strokes to cover however much of your eye from the corner to the edge of your outer eye. To acheive the effect of the makeup in the picture, start with alot of eyeshadow on the brush, and as you get higher up on your lid, start using less. Now apply eyeliner to the bottom INSIDE(!!!!!!!!!!) of your lid. If your not used to this, it will be uncomfortable the first few times but after a while you wont ever feel it. Do this by pulling down your bottom lid alittle with your non-dominant hand and holding the eyeliner pencil as you would hold a regular pencil. Start from the inner corner and work your way to the outer corner. Note: if you hold the pencil at an angle where the end of the pencil is toward the ceiling, you will get a thin line. The farther down the end of the pencil is when your applying your eyeliner, the thicker the line. Now, take the same brush and eyeshadow and apply a little eyeshadow on the bottom. Try not to over do it.
**Note- if you want a cat-eye look, do NOT do it from the bottom lid. When applying the liquid eyeliner to the top lid, keep going a few centimeters from the edge of your eye. From the end of that line, draw another line connecting that line to the outer corner of your eye, making a small triangle. Fill it in with liquid liner.
